
Statute of the IVth "Pearl Paradise"
Festival-Competition of the popular song
and instrumental music
1. Generals
1.1. The "Pearl Paradise" Festival-competition of the popular song and instrumental music (further known as "The Festival") conducts the purpose of search of talented authors, performers, bands, working in the genres of modern popular song and instrumental music, to assist their creative development and create new directions in a popular song and instrumental music, also with the purpose of development of the modern Ukrainian variety song and of strengthening of creative relations between performers and collectives of Ukraine, co-operation and dialog between cultures of near and far abroad.
1.2. Festival takes place in Balaklava and Sevastopol:
• July, 19, 2007 is the First competitive concert (Balaklava);
• July, 20, 2007 is the Second competitive concert (Balaklava);
• July, 21, 2007 is the Third competitive concert (Balaklava);
• July, 22, 2007 is a Gala-concert of the Festival participants, the rewarding of the winners (Sevastopol).
A term and place of conducting of the Festival can be changed by decision of the Festival organizational committee.
1.3. The organizers of the the Festival are the “Yuriy Fedotov’s Producer centre”, Management of culture and tourism of Sevastopol city administration, Balaklavian district state administration and the “Grand-Concert” public organization in association with Balaklavian Center of Culture and Leisure.
2. Organizational committee of the Festival
2.1. The Festival organizational Committee is created for co-ordination of organizational and creative activity in the period of preparation and realization the performance.
2.2. Membership of the organizational Committee:
- Baziv Dmitriy is a Vice-chairman of Sevastopol city administration (On a concordance).
- Zenina Tatyana is a Culture and tourism’s Management Chief of Sevastopol city administration (On a concordance).
- Salnikov Victor is Chairman of Balaklavian district state administration (On a concordance).
- Tishin Ivan is a Leader of the Balaklavian Center of Culture and Leisure’s musical studio, a Vice-chairman «Grand-Concert» public organization and a Chairman of organizational Committee.
- Perekhodchenko Sergey is an administrator.
- Chepov Denis is a “Producer centre of Yuriy Fedotov’s” Director.
- Chumak Natalia is a Director of the Balaklavian Center of Culture and Leisure.
An organizational committee continues work to complete all of festival measures.
2.3. An organizational committee affirms:
- a plan of measures of the Festival;
- a program of competitive performances and gala-concert;
- a membership of the judge;
- opening and closing of Festival’s date.
2.4. An organizational committee has a right to make alteration in the Festival Statute in time not later than one week to beginning of the Festival, informing the registered participants about it.
3. Participants of the Festival
3.1. Musical bands and separate performers, both amateur and professional, take part in the Festival, in two nominations:
- Instrumental music: performers and bands from 10 to 18 years, performers and bands from 18 to 36 years.
- Popular song: vocalists and bands from 10 to 18 years, vocalists and bands from 18 to 36 years.
All of the Festival participants are the participants of competition in each of nominations and age categories on equal rights. Participation in competition - free-of-charge.
3.2. From the 1st February, 2007 organizational Committee is conducted by a selection.
For participating in a selection it is necessary to give in organizational Committee
• a request and an application form of the Festival participant (a standard is added);
• art photography of the participant 10x15.
• a short autobiography or description of participant;
• a demonstration record of solo album or program, presented for participating in the Festival, on a compact disk, audiocassette or mini-disk.
• lyrics of the competitive songs (for an author).
For placing the information about the registered participants on the website of the Festival, ask to send a photography in a digital variant on e-mail:
grand-concert@rambler.ru
An organizational committee does not return this information and reserves a right to hold back from elucidation of reasons in the case of refusal.
3.3. The results of the selection competition are declared not later than July, 15, 2007.
4. Terms of holding a competition
4.1. The basic condition of participating in the Festival is execution of the declared program with a living sound.
4.2. For all of nominations the competitive program plugs in itself two different compositions with general time of sounding no more than 10 minutes, executable under a phonogram "-1" or a living instrumental accompaniment.
4.3. Every participant of the Festival forms the competitive program independently .
4.4. In the competitive program it is settled to carry out both own and well-known songs, however much advantage gives oneself up author compositions.
4.5. Soloists and bands, performing under “the minus” must in good time give in organizational Committee high-quality phonograms, written down on a mini-disk or an AUDIO-CD.
4.6. An organizational Committee reserves a right to correct the program of the Festival participants.
5. International judge
5.1. The chairman of the international jury - Aleksandr Ponomarev, The national actor of Ukraine.
The members of jury
Yuriy Fedotov , The deserved actor of Ukraine.
Jango (Ukraine), The popular actor of the Russian and Ukrainian stage.
Enver Izmailov, The deserved actor of Ukraine.
Philip Zhmakher, The deserved actor of Yugoslavia.
5.2. The Judges listen to the participants and determine winners on the followings criteria, estimating on the 10-ball system during the competitive concerts of:
• Masterly performance;
• Peculiarity of arrangement;
• Stage culture;
• Stage appearance.
5.3. A decision of judge is final and can’t be revised.
6. Rewarding
6.1. The winners of the Festival are rewarded with money bonuses, diplomas and valuable gifts.
6.2. The participants of the Festival are rewarded diplomas and memorable gifts.
7. Financing of the Festival
7.1. Financing of Festival is carried out due to facilities of organizers, sponsors and patrons of art.
7.2. Legal and physical entities, rendering financial support in organization of the Festival, are provided the press advertising, on a radio and television according to an existent plan. Their auction signs and emblems are utilized in registration of the concert grounds of the Festival.
8. Right duties of the Festival organizers and participants
8.1. Organizers provide rehearsals and concert measures of Festival of professional sound-amplifying and light apparatus.
8.2. Providing the special equipments (pyrotechnics, additional lightening and other) is carried out participants independently and makes a reservation with organizational Committee.
8.3. Every participant of the Festival carries complete responsibility for safety of the used equipment during the festival measures.
8.4. Audio and the videotape recording of concert measures of the Festival without permission of organizers are forbidden.
8.5. An organizational committee is provided by illumination in MASS-MEDIA of all of concerts of the Festival, also brings over the creative programs of TV company of Crimea and Ukraine to the collaboration.
8.6. During the Festival the record of telecasts is conducted with participation the performers of the competition. Selection of the participants is created by the organizational Committee.
9. Copyright
9.1. The participant of the Festival guarantees a presence his rights on the use of the declared works. All of mutual relations on author and contiguous rights with Author societies and other organizations, engaged in their guard, related to the Festival, participants carry independently.
9.2 The participant of the Festival (Laureate, Student) lets organizational Committee to use audio and video materials with his participating in the production of publicity goods and agrees to the use of his name in connection with Festival of instrumental music and popular song "Pearl Paradise".
The participant of competition (Laureate, Student) gives a right organizational Committee:
On the public use of works with pointing of authorship and materials, given on a competition;
to produce audio and video products on the basis of concert appearances of Participant (Laureate, Student) within the framework of the Festival of instrumental music and popular song with the purpose of distribution exceptionally for advertising of the Festival.
10. Residence of from another city participants of the Festival
10.1. To reach Balaklava from Sevastopol you should go by busses or route taxis N 17, 20, 26 going to 5 km of Balaklavsky highway from the railway station and bus terminal, and from there you need to use busses and rout taxis N 9, 99, 97 going to the bus station “Square of the 1th May”.
The participants of the Festival arrive in Balaklava day prior to opening of the Festival and follow in the staff of the Festival – Balaklavian Center of Culture and Leisure (Square of 1th May), where meeting and assistance is organized in placing during a day. Participants, being not in a position to arrive in the indicated day, report about the day of arrival additionally. For them meeting will be organized in Balaklava.
10.2. Passage to Sevastopol and back, a residence and feed is carried out due to a sending side.
An organizational committee assists in organization of placing and feed of participants of the Festival.
10.3. In the program of the Festival excursions are included: Sevastopol, Balaklava, marine walks, rest in the resort-protected area due to the organizers of the Festival.
10.4. An organizational committee does not undertake charges on delivery of participants of the Festival on the bus or railway stations.
